The approach

As a result of a long-term initiative to rehabilitate 82.5 miles of aging critical water infrastructure in the San Diego County region, San Diego County Water Authority (SDCWA) set out to restore 1 mile of an existing underground water pipeline adjacent to North Twin Oaks Valley Road in the San Diego County region. The main priority of the project was to restore water infrastructure to continue supplying safe and reliable water to its retail water agencies within San Diego County. While the team expected residents to experience minimal impacts due to the rural location of the project, it was essential to create and implement a strategic communication program. The goals of the program were to keep residents informed about standard construction activity, the overnight portal shutdowns and the staging area for the construction team. 

The opportunity

Given the rural location of the project, it was imperative that project communications set a clear tone and debunk misinformation about the purpose of the project. To develop a targeted outreach communication strategy, the team first needed to identify residents who were directly and indirectly impacted, primary as well as first and secondary stakeholders.   

By developing a list of primary stakeholders, including nearby residents and businesses, and secondary stakeholders, consisting of SMUSD, San Marcos Fire and San Marcos Sheriff, JPW Communications was able to effectively communicate information to these audiences in advance of construction. This strategy helped establish an open line of communication to share ongoing details about the project construction.  

The team also presented to the Twin Oaks Valley Planning Group to provide them with information about the project, timeline and upcoming construction.  

JPW Communications developed a postcard mailer for key stakeholders, residents and businesses to provide information about the project’s background and construction activity expectations. During the project, two overnight portal shutdowns were needed to successfully remove and install the water infrastructure. To avoid surprises related to the overnight shutdowns, JPW Communications canvassed in advance and provided eblasts to keep key stakeholders and other community members properly informed of the upcoming construction activity and potential impacts.  

The importance of the project prompted the team to establish a project phone line and email to allow all community members to submit their questions or concerns about the project or construction activity. JPW Communications funneled all public inquiries into a cloud-based system to track all communication during construction between the community and the Water Authority.  

The reward

The project was successfully completed a few weeks ahead of schedule and within the original budget of $75,000. Throughout construction between September 2022 and June 2023, JPW Communications helped manage 10 public inquiries through email and phone call with an overall neutral/positive sentiment of 70%, hosted a presentation to the Twin Oaks Valley Planning Group and canvassed four times to key stakeholders.  

Despite the project team reaching its peak in construction activity during the overnight shutdowns, JPW Communications was able to maintain a neutral/positive sentiment with impacted community members. JPW Communications also shared 10 eblasts with those signed up for project information alerts. The implementation of the cloud-based public inquiry tracking system was essential in hearing directly from the community throughout construction; allowing SDCWA to adjust the contractor’s approach to avoid unnecessary impacts to the community. With this outreach communication strategy in place, JPW Communications was able to be responsive to the community with their questions or
